Dear Sirs,

Romania is sadly known all over Europe for utmost brutal treatment and killing of street dogs. Hundreds of thousands of street dogs have been killed all over Romania at a cost of tens of millions of Euros. They are hunted, tortured, beaten to death, stabbed, strangled, dragged along the streets, often bleeding from mouth and nose, and treated like rubbish. After this, their common fate is a pitiful and miserable imprisonment in so-called holding and killing-stations, where - exhausted by fear, hunger, and thirst - they have to wait until they are finally killed by the cheapest method possible.

If killing really worked, Romania’s stray dog populations would have been eliminated long ago. But the extermination campaign results are ZERO: The streets are still overcrowded with stray dogs. Catch & Kill programmes have become a big business for the Romanian municipalities and for the people involved in “managing” stray dogs. The costs for immense amounts of dogfood, veterinary medication, cleaning materials etc. are stipulated only in cost estimates and false bills, but indeed have never been used for the street dogs - so that the street dog business has become a constant growing and reliable source of easy fraudulent profits at tax-payers’ expense.

Dog removal, meaning Killing or Incarceration, does not solve the street dog problem at all and is not only barbaric and now illegal, but also futile, never-ending, and unaffordable.

The stray dog problem must be solved in an effective and civilized way. Control of reproduction, combined with education in responsible dog ownership, is the only efficient humane solution: neutering and returning all dogs to the territories where they were found or to their owners or keepers. ‘Neuter & Return’ is the only permanent and E U R O P E A N solution.

Therefore we urgently ask you to VOTE FOR THE LEGISLATIVE PR0POSAL PL No. 912 demanding NEUTERING DOGS AND CATS INSTEAD OF KILLING THEM!
